That would be a lot weaker for two reasons.

First Steel Wind Strike can affect 5 creatures, second it uses your spell attack which on a character with 5th level spells is usually going to be higher than your weapon attack modifier (even moreso if you are not proficient in the weapon).

This is one of the main issues with the blade cantrips; in tier 2+ they hit far less than most other attack cantrips. This is countered by the fact they do more damage than attack cantrips.
