D&D 5E - Rod of the pact keeper questions.

A few questions about Rod of the Pact Keeper.
1. Does it give a +1 to spells of warlock spell list or just spells you gain from leveling warlock?
2. Does the rod count as a Material Component for spells like a spell focus?
3. Does this item work well for a Sorlock?
If it isn’t a material component can I put a Ruby of the Warmage on it?
